NTFS was not availabile under windows 3.1 I know this because I was there. Windows 95 not windows 98 can "see" NTFS partitions. (Inded Windows 95 can only see FAT16 partitions, with a maximum size of 2Gb). Windows NT was the first OS to use NTFS by default.
